Belarus passport holders need a visa by default; they are only eligible for the official eVisa (via acces-maroc.ma) if they hold a valid multiple-entry visa from a Schengen country, US, UK, Canada, Australia, Ireland, NZ, or Japan (valid 90+ days) or a residence permit from an eligible country (valid 180+ days), otherwise a traditional embassy visa is required.
